NIPAP formally started in October 1995 after the signing of the Financing Agreement between the Commission of the European Communities and the Government of the Philippines in May 1995. The Technical Assistance contract was signed on 27 September 1995. The project utilising EU grant was completed on March 31, 2001.
The project emphasizes a community-based sustainable protection strategy within the framework of the National Integrated Protected Areas System (NIPAS) Act of 1992 (Republic Act 7586). NIPAP is financed through a grant from the European Community and a progressively increasing contribution from the Philippine Government starting from the third year onwards.
