NIPAP formally started in October 1995
after the signing of the Financing Agreement between
the Commission of the European Communities and the
Government of the Philippines in May 1995. The
Technical Assistance contract was signed on 27
September 1995. The project utilising EU grant was
completed on March 31, 2001.
The project emphasizes a community-based sustainable
protection strategy within the framework of the National Integrated Protected Areas System (NIPAS)
Act of 1992 (Republic Act 7586). NIPAP is
financed through a grant from the European Community
and a progressively increasing contribution from the
Philippine Government starting from the third year
onwards.

OBJECTIVE

protect, conserve, and manage natural habitats and
biodiversity in eight selected Protected Areas
in the country.”

SPECIFIC OBJECTIVES

Protect biodiversity of the specific areas;

Ensure sustainable management in the 8 protected
areas;

Enhance the capabilities of the DENR staff and
local communities;

Develop and maintain the ecological benefits
provided by the protected areas to
local communities;

Increase the wise use of available natural
resources;

Create public awareness on the need to
protect the forest and biodiversity;

Help ensure that the rights of indigenous
communities within and around the
protected areas are respected and that
gender issues are incorporated in project
planning and implementation
