Project Components and Collaborating Institutions

The Department of Environment and Natural Resources (DENR), through the Environmental Management Bureau (EMB), is the National Coordinating Unit for the Philippines. EMB is also acting as the Secretariat of the Project’s National Technical Working Group (NTWG) and of the Inter-Ministry Committee. The designated focal points of each Specialized Executing Agency (SEA) and the national technical focal point, represented in the Philippines by Dr. Gil Jacinto of the University of the Philippines Diliman Marine Science Institute (UP-MSI), comprise the NTWG.

The Specialized Executing Agencies (SEAs) provide national level scientific and technical information and data regarding the state of the component ecosystems in the country and threats to their continued management on a sustainable basis. In the Philippines, the SEAs are the UP-MSI for the Coral reefs and for the Sea grasses Components, the Coastal and Marine Management Office (DENR-CMMO) for the Mangroves Component, the Protected Areas and Wildlife Bureau (DENR-PAWB) for the Wetlands Component, the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture (DA-BFAR) for the Fisheries Component, and the Environmental Management Bureau (DENR-EMB) for the Land-based Pollution Component.

The Focal Points for each of the Philippine Components are: Ms. Marlynn M. Mendoza of DENR- PAWB (Wetlands), Dr. Porfirio M. Aliño of UP-MSI (Coral Reefs), Dr. Miguel Fortes/Dr. Marco Nemesio E. Montaño of UP-MSI (Sea grasses), Dir. Florendo Barangan of DENR-CMMO (Mangroves), Mr. Noel Barut of DA-BFAR (Fisheries), Mr. Vicente Diaz of DENR-EMB (Land-based Pollution) and Ms. Ella Deocadiz of DENR-EMB (National Coordination).
